We have maintained a package for the open source statistical package R. 

The R package hmmm has been maintained to version 1.0-3. This package provides functions for specifying and fitting marginal models for contingency tables - hierarchical multinomial marginal models - and their extensions, and for fitting multinomial Poisson homogeneous (mph) models and homogeneous linear predictor (hlp) models for contingency tables. Inequality constraints on the parameters are allowed and can be tested.
